Sean Bagsby currently serves as the Business Manager / Financial Secretary for the International Brotherhood of Electrical Workers (IBEW), Local 46, in Kent Washington. This position is the Principal Officer for the Local Union which represents over 5,800 Electrical Workers across King, Jefferson, Kitsap, and Clallam Counties.

Mr. Bagsby has been an advocate, champion, mentor, and has supported inclusion, belonging, equity, diversity, and our Trades Family for over 25 years. He serves on several community- based Committees including Chairperson of the Washington State Building and Construction Trades Diversity Committee, Vice President of the Washington State Labor Council, founding Member of Democrats for Diversity and Inclusion (DDI), Pride @ Work, and member of the Washington State Labor Council Diversity Committee. Sean also served proudly as a National Board Member of the Electrical Workers Minority Caucus (EWMC) from 2017 until 2024.

In August 2024, he was appointed to serve as International President of the EWMC and complete the unexpired term of retired President Keith Edwards. Mr. Bagsby was unanimously elected to a full – term in January 2025.

Mr. Bagsby was born and raised in the Central District of Seattle to Union Parents. He started his Union career as Member of U.F.C.W. Local 1105, (now Local 3000) for 20 years, and has been a Member of I.B.E.W. Local 46 since 1999. He began his career path on staff of Local 46 in 2009 as the first Alternative Energy Director. He was elected Vice-President of IBEW Local 46 in 2011 and served in this capacity until 2014. Mr. Bagsby served as President of the Local Union from 2014 - 2020. In June 2020, he was elected as Business Manager Financial Secretary, and re-elected in June 2023.

He received his A.A.S. in Electronic Engineering Technology from ITT Technical Institute, Tukwila WA in 1994, and his B.A.S. in 1995. He graduated from the Puget Sound Electrical Joint Apprenticeship Training Committee (PSEJATC) Inside Wire Program in 2004 as a Journey - Level Electrician. Mr. Bagsby has been a certified C.E.U. instructor with the State of Washington since 2009, and has taught several courses including basic electrical theory, and introduction to electric vehicle charging station infrastructure training.
